Default net between ME and XP

I have a network between one ME and two machines with XP. The communication
between XP is about 55% and 60% tax rate of 100 MBPS but when the
communication is with de ME the tax rate lower to 5% to 15% tax rate. I
tried to change the net card but the problem continue. How can I fix this
problem ?
