missing file mscoree.dll

My system tells me that I am missing file mscoree.dll

Is there a way I can download it?

This is a not uncommon problem - and not your fault.

Microsoft .NET Framework is not installed on the target computer.
Applications and controls written for the .NET Framework require that it
be
installed on the computer on which the application or control runs. The
..NET
framework can be downloaded from the Windows Update site but is a pretty
big
download 20MB or so.

If you are not using applications written for the .NET framework then the
absence of mscoree.dll will cause no problems.
