Default System Info says There are no USB devices after clean install of 9

I just did a clean reinstall of Windows 98 SE on my custom built 7 yr ols
computer and it has an added on USB card with 2 USB ports and 2 round ports
(one is for the mouse which works). Now, my USB's are not being recognized.
The USB card is Elpina 9837. Did I wipe out the drivers when I did the
reinstall? I am new at learning about my computer as I have not really used
it much since I bought it yrs. ago. Any help will be greatly appreciated.
