Default IE Illegal operation & closing error only Messenger ok

Hello
Initially I was going to post about opening IE....the only way I can
open an IE window without an illegal operation / closing window message is
to click on the inbox email link in MSN Messenger. My quick launch link and
my desktop icon link both result in the following message:
IEXPLORE caused an invalid page fault in
module URLMON.DLL at 0167:702c235c.

Initially, that was the only problem I was writing about. But when I
minimized OE and an open notepad window.....Surprise! All of my desktop
icons are now see thru and have funky red outlines and blue/ red coloring
for items in the icons..like the "e" for IE is a dull, medium cornflower
blue with a red/maroon swoosh. The recycle bin is just a red outline of the
right half of the recycle can.
Any advice??? asap appreciated greatly!!!!!!!!!!
