Default work offline command

I am still confused about what this actually does. When I choose
file/workoffline I am unable to go to any links and there is no entry sign
but I am still online because my modem is connected and there are the
flashing screens on status bar. So if workoffline does not actually
disconnect computer from internet what is the point of having it? eg.why not
just disconnect and then reconnect when you have finished writing the email
or whatever?

Why not just disconnect and then reconnect? Some people pay per connection
(dial up). Some are also charged per byte, and 'work offline' minimises
download charges.

That's what I do - disconnect and then reconnect. (I have dial up modem).
My question arose because a student asked me! From what I understand you
are saying that work offline is suitable for those who are charged per byte
and it is cheaper/easier (?) for them to use work offline than to
disconnect/reconnect. (I guess this might be for those who pay flat monthly
rate for 24/7 usage). Is this correct?
