Default Problems with shortcuts, web page graphics displayed, and opening

I am experiencing problems, when I left click on most of the shortcuts in my
start menu I get an error message:

NAME OF SHORTCUT
The object that 'C:\WINDOWS\Desktop\Programs name.ink' refers to has been
moved or is unaccessible.

I have to right click, and select open to get anything to work. Most of my
start menu icons are the blank default windows icon. When I open a web page
most of the graphics are blanked out like they didn't get loaded. Also when
I try clicking on a link it brings up a locate link browser window.
Most of my desktop short cuts have to be opened in the same way. double
clicking does nothing, not even an error message.
In this disscussion group, I can't view any post, so if you could email any

There can be many differences in registries due to IE4 or IE5 being updated on
W95/W98 systems and the differences caused by different configurations. If
something doesn’t look right, do not make any changes. Once you download a .reg
file, unzip it. To see what is in the file, right click it and select edit. To
merge the data into your registry, right click it and select merge. If you try
these .reg files, you do so at your own risk. Click the title link below to
download a file."
