Default Windows millenium/Internet Explorer

Internet explorer will not open. Dell has tried numerous
operations to no avail and referred me to Microsoft.
error message reads;
The application of one of its Dlls used an uninitialized
function pointer variation or attempted to use a DLLwhich
has already been freed

may need to reinstall
