Most ISPs via cable change your IP on intermittent basis. If you have a

And you can, using winipcfg. Every computer connected to the Internet *must* have an IP address. Otherwise other computers cannot send you anything, like web pages or email. Many of us nowadays have a cable or DSL connection that we share between several computers using a router. In that case the router has the "real" IP address, and it assigns made-up addresses (that the IP protocol definition guarantees are not in anybody's routing table) to the computers that connect to it. (The process is called DAT, Dynamic Address Translation.) In this case, using winipcfg will show you the "made-up", non-routable address that your router has assigned to your computer.
