Default HOW TO CHANGE LANGUAGE IN WINDOWS ME?

A computer that I have been using was put together in Japan, and all
pre-installed programs (eg, WinMe, Outlook Express, Internet Explorer,
Windows Explorer) are in Japanese. Is there a way of changing the language
to English?

No - you will have to purchase English copies of the software and
reformat/reinstall (or run dual-boot)

Thanks, Noel. Presumably this means that I'll have to purchase WinMe (or,
better, upgrade to WinXP) to get English in that program.

But will the language problem in Internet Explorer and Outlook Express be
resolved if I download and install English-language versions from Microsoft
without having changed Windows to English?

IE should support displays/websites etc. in English, but the
toolbars/menus/help, etc. will still be in Japanese. (Likewise OE, I think -
but it's not a situation I've ever had to deal with).

Note that you cannot _legally_ download any MS Operating System - you have
to buy the CD.
With laptops, the situation is more complex, because often, the drivers are
proprietary, and an OS not produced by the manufacturer of the hardware will
cause problems until you can find the correct drivers (if ever!) - check the
manufacturer's website and see if the machine will support XP, and they have
drivers for it. Since you (presumably) have the drivers for WinME on CD
already, installing using a Retail Win ME should be OK - if the drivers
aren't present on that, try the ones on you manufacturer's CD.(you may get
one or two strange error messages but the drivers should work OK)
