Default ActiveX settings

I have been trying to download two anti-virus programs
on my home PC, Panda and Housecall, but everytime I try
to load the programs a message comes up saying, "Your
ActiveX settings will not allow this program to
download." I went to the ActiveX sites on MSN could NOT
find any articles or help on the settings for ActiveX. I
also right clicked and went into the general info on
ActiveX, and called my high speed cable provider for help
to no avail. Please give me instructions to set set my
ActiveX settings so I can download these two programs.
