Default Shutdown problem when filesharing enabled

Hello,

I've been working on this shutdown problem for about a week now.
The problem is that my Windows 98SE won't shutdown when the LAN cable is NOT connected.
When using DHCP then there is no problem, but I need to use a static IP address.

Today I figered out that disbling the file/printesharing soles my problem.

Does anybody know about this problem and how can I fix it ?

Default Shutdown problem when filesharing enabled

If you can find a fix, when you shut the system down just
use the Start = Shut Down = Restart in MS DOS Mode, and
when it goes to the DOS prompt just switch the computer off
manually.

Even restart in MS DOS MODE doesn't work and a normal restart also not.
