When right-clicking, with win98, i do not receive "New" option

Default When right-clicking, with win98, i do not receive "New" option

For some reason, when i right-click i do not receive
the "New" option in win98. The option is not in the file
menu either. Therefore i can't make new folders, text
documents, etc. without copying other documents and
deleting the contents. What should i do?
