Default WinBoot Troubles

After installing the update for IE6 I had troubles accessing a webpage that
had a mp3 file that enabled a plug-in player "i guess it had a nice little
pic of WMP".
Unfortunatly the IE locked up so I ctrl-alt-delete and ended IE task ..
that went ok ..I had the bridge tournement director turn off that mp3 thingy
on her webpage and i was able to access the web page finally.

But after a shutdown and reboot the system now hangs at the password screen.
I have done the normal trouble shooting steps and have found this to be the
cause/case

1. deleted *.pwl - no help
2. diagnostic mode start-up - no help
3. step by step start-up and can boot only when i tell it NOT to bypass the
standard NT kern.

so assumeing the "standard NT kernal" is ok .. what is the other kernal
that win98se normanlly uses so that i can replace it.

also on running SFC i have 7 files claiming coruption
1. mscat32.dll size 48 kb
2.mssign32.dll size 44 kb
3.cryptui.dll size 464 kb
4.cryptnet.dll size 52 kb
5.cryptext.dll size 56 kb
6.mssip32.dll size 40 kb
7. msoss.dll size 148 kb

with all versions showing the same 5.131.1877.4

both of my computers running win98se with IE 6 and that update show ok ..
but the other system is booting ok and it was able to access that webpage but
it used a real player plug-in so it didn't lock-up IE.

Any ideas out here as to :
1. which windows "kernal" file might really be bad
2. why couldn't WMP access that mp3 file on that site such that it cause all
the FUN !

any help would be really appreciated tyvm
