Default Where is the Scandisk info stored?

This is really ****ing me off. I have 7 partitions. C: is for Win98se.
D: is for Win2000 (dual boot). E: thru I: are just for storage and work
space. About 2 weeks ago, the power went out from a storm. When I
restarted the computer it insisted on running scandisk on ALL
partitions, C: D: E: F: G: H: and I:
I was booted to Win98 at the time of the power outage. I allowed
Scandisk to run on Drive C:. I stopped it after it began to run on D:.
I was not using Win2000 (on D, so there is no reason that partition
needs Scandisk. I did since manually scandisk F: since I had Agent
running when the power outage occurred, and it's on F:.

I have since rebooted daily (I shut off the computer at night). Every
day it begins to run scandisk on D:, and I have to exit out. Sure I
could waste a half hour and let it run all all partitions (I have large
drives), but why?

What file contains the info about running scandisk after an improper
system shutdown? There must be some way to manually modify it to stop
this scandisk ****.

Windows/Command directory, Scandisk.ini
Unusually for Microsoft, it's a selfcontained reference as well as a config
file. You might usually have to go to OpenBSD to find a reference that good.

Instead of agonising over the details, I just have it scan all at need, btu
no surface scan. And no auto-fixing of stuff. That way it rarely takes time I
don't want to let it have, but it rarely misses anything important. And it's
better than trusting the Windows Scandisk to do it.

It's not a file that makes scandisk run at bootup, it's a bit flipped
in an obscure location in the partition tables or master boot record
sectors - I don't recall the exact location since it would do me no
good as I don't have a sector editor that sophisticated nor would it
be likely that I could figure out exactly which one to flip back in
order to stop it. I just shut off the annoying run at boot up by
modifying msdos.sys with the
AutoScan=0
line in the [Options] list and have never been sorry for it. Don't
forget to reset your attributes for that read only and system file or
Windows will kill it and make a real mess of things for you. Another
fine example of a self-protection system wildly out of whack with
reality.

Windows flips the bit once booted and will re-flip it if shut down
correctly, just before shutting off. BUT upon an improper shutdown,
scandisk has to run on that partition to completion or it will NEVER
be reset again. Unless you flip it manually. Microsoft does describe
it in their technical papers concerning file systems, FAT and other
detailed hard drive information, but I never kept a link to it since
I'm on dial up and have little use of files approaching the size of my
hard drive. MSDN hosted it IIRC, but you might find it faster if you
start looking for interrupt 13 information and pages. All I have on
