Reinstall OE
KB823353 was offered for a while and then pulled from WU. Regardless of the
documentation, it works perfectly well on Win9x and gets rid of the ~.wab file among other things. However, it causes problems if it was installed *before* KB837009. The symptoms are that KB837009 is repeatedly offered at WU. The solution is to uninstall 823353, install 837009, then reinstall 823353. I know of no other problems with KB 823353 on Win9x. I *think* it was in the newsgroups that I went through this all some time in the last few months if you want to search Google Groups. -- Gary S. Strange, I have q837009 listed as an update in IE. And q823353 in OE. If I

No. I don't think you have any problems with those Updates in particular.
Your system doesn't exhibit the symptoms. If it will make you feel better, you might want to reinstall KB823353, http://tinyurl.com/3zd6d, just to be sure the latest versions of the files involved are installed. Please! Do what I suggested and re-post this question, using proper cross-posting, to the two IE and OE newsgroups I recommended, who are much more likely to have the experience required to recognize this issue (if anyone does.) You have relayed stories of installing other apps and then trying to tie them together in unnatural ways. It is no wonder you have problems, but the other folks are much more likely to recognize just what you're talking about and maybe even have a solution. I did not find q823353 in the WU catalog and although I have read Glen's
link and see a DL for it this was dated July 13, 2004 TechNet and this other webpage I found in Knowledge Base was dated August 14, 2005 says it is for win2k and xp for: http://www.microsoft.com/technet/sec.../ms04-018.mspx A dialog box with no text appears if you reply to a news message in Outlook Express 6 Service Pack 1 and the article says nothing about q837009 FAQ says: http://support.microsoft.com/kb/555398/en-us Are Windows 98, Windows 98 Second Edition, or Windows Millennium Edition critically affected by any of the vulnerabilities that are addressed in this security bulletin? Regardless of the documentation, it works perfectly well on Win9x and gets rid of the ~.wab file among other things. However, it causes problems if it was installed *before* KB837009. The symptoms are that KB837009 is repeatedly offered at WU. The solution is to uninstall 823353, install 837009, then reinstall 823353. I know of no other problems with KB 823353 on Win9x.
