Question is on my Celeron 733Mhz 512MB machine with 'Ultimate Boot Disk'
Tweaks there is more than just one line as follows:

[vcache]
Chunksize=512
MinFileCache=8192
MaxFileCache=8192

I am also experiencing 'slow performance' using Netscape 7.2 Browser
Javascript page changes.

You only need to add the line to [vcache] that Noel refers to if you have
more than 512MB of RAM installed.

Cable ISP will be here tommorrow; had to turn off all the background
services I can to post this. Getting up to 94% packet drop rate instead of
15%.

'Ulimate Boot Disk' (UBD) only allows "under 128MB RAM" installations as
downloaded.

will speed things up immensely (DON'T delete the section header, though)

You also need to delete the two lines MinPhysPage, and MaxPhysPage from the
[386Enh] section

You seem to have your swapfile redirected to a second partition - is this
correct? How much space is there on the D: drive?

There are a lot of other superfluous entries in the [386Enh] section - have
you been using some kind of 'optimiser' software?? which one? Ah - looks
like it may have been Tweak3D??)

I'd be inclined to REM out the following lines
LocalLoadHigh=1
MinTimeSlice=40
DMABufferSize=64
WindowUpdateTime=200
PageBuffers=32
KeyBoostTime=0.1

There's a couple there that I've never heard of before.
AFAIK, LocalLoadHigh should only be considered for Win3.1!!! (and certainly
only if you're desperate for an extra 4K of DOS low memory in a DOS
window!).
WindowUpdateTime is actively slowing your screen refresh rate down to once
every 200ms (5FPS!!!).
PageBuffers limits your HD caching - unnecessarily
KeyBoostTime looks as if it's actually slowing down your keyboard sensor
rate (the 'recommended' value at one site I looked at is 0.005)
DMABufferSize limits the RAM available for DMA-capable devices -
unnecessarily

ShawCable ISP has fixed things for internet packet losses.

SwapFile is fixed size on logical partition D: with TEMP, Temporary Internet
Files, Netscape Cache, JAVAcache, Real (player). Partition is too small at
2.GB located adjacent to boot drive C:

After re-installing WinME, only optimizer was UBD Tweaks 2.6 which as I
mentioned before installs for "128KB and under" rather than 512KB RAM.

Shouldn't excerpts be posted to Windows general ?

MSconfig has been reset to normal,
but Netscape 7.2 now still cannot keep up with this newsgroups section
loading.
After EnglishUnited States must re-load page manually.
Same thing on sub-section WindowsWindows9X.
All JAVA has been removed and re-installed.
QuickTime plug-in removed as it slows everything down.

Hmm - not sure about fixed-size swapfiles - I don't like 'em much unless
they're fixed at 2GB.
How big is drive C:?
There's really not a lot of point in locating the swapfile on a second
partition of the primary HD - it may actually slow the system down in
certain circumstances, as the head has further to travel

This has me confused!
After EnglishUnited States must re-load page manually
Same thing on sub-section WindowsWindows9X

??

The MS website is optimised for IE - and until recently a lot of it refused
to load in Netscape at all, so it's more likely a problem with the MS coding
than your Netscapeg
