disk defragmentor not working

My disk defragmentor will start but it shows 1% completed
and then goes back to 0% constantly. Sometimes a 2% or 3%
will show but it then goes back to 0%. It used to finish
in a short amount of time because I would run the
defragmentor on a regular basis. It doesn't appear to me
that it will ever finish.
Since my last successful run of it I have upgraded from
Norton Antivirus 2001 to Norton Internet Security 2004 and
I have installed and running Earthlink Dial Up with
Accelerator.Earthlink w/acc has caused many diificulties
with java games.I have had to make many adjustments to my
browser settings. Thanks for any info.
