Default windows 98 service packs

I bought a wacom tablet recently and I neglected to notice
that it was for Windows 98se and I have just windows 98.
Is there a service pack that will let me upgrade to 98se
so that I can run this device?

No, there is no such service pack.
You will be able to purchase a Win98 SE CD at eBay or some of the
larger online stores.
