Default Point to Point Protocol over Ethernet (PPPoE)

I installed a DSL modem under win98SE but my PC can't detect the new modem. I
was told I need to install PPPoE. Can anyone tell me where do I get this from
or whether there exists another utility software I could use instead, please?
