Default WMP will not play .wmv or .avi files

I have WMP 9 and am running windows 98. Any time I try to
play .wmv or .avi files I get the same message- "windows
cannot play this file because it is either damaged or
corrupt." Microsoft says this is error C00D0FCB, but it's
not on Microsoft's "how to fix it" list. I get this
message on files that used to work. Can anyone help?
I've downloaded the WM9 codec package, but that didn't fix
it.
