No Help and Support

Hello, I recently upgraded my computer"s motherboard, harddrive and memory
and did a clean install of Win Me. I have done this several times with no
problems at all. This time when I try to access system information i get an
error message " the initialization of the help center failed. Please report
the following error number to microsoft support: 2147024893" When I run
Msinfo it says it cant find the file. Why would this not load? other times it
gives me the following in a popup box.

-Regserver : register the application
-unregserver : unregister the application
-Collect : exec scheduled data collection
-URLurl : navigate to a particular page
it has an OK button that if I click on it it just goes away

I dont know what is going on or what else in the operating system may be
missing? I have tried reinstalling it 5 times all with the same result. Any
help would be most appreciated
