Default Which Windows file extension to change for reinstalling Windows?

There is a Win. file that the extension is changed to .bak or something along
that line which allows the reinstallion of the operating system. Need to
reinstall Windows 98 but get message that operating system is already
installed. I have done this before a long time ago and it worked perfectly.
The file extension is changed in DOS. Not sure if it is Win.ini or Win.com.

Re-installing Windows over the top is not a fix for issues as I believe
you found to be. 90% of the time the issues will remain or become worse.

I would also rename WINVER.EXE in the Windows folder.
