Default "Could Not Load the Device Driver" Error Message

I have a Windows SE system that seems to have lost the USB ports and the
device manager shows the error message in the subject for the USB Root Hub
devices. Microsoft Knowledge Base Article 299264 describes the problem but
when I work through the resolution I get the same result. I also tried
replacing the Usbhub.sys, Uhcd.sys, and Usbd.sys files with ones from a W98
cd but I received a Windows Protection Error and couldn't start in normal
mode but when I started in Safe Mode the devices looked normal in the device
manager. I replaced the original files to get the system to boot windows but
I still have the Root Hub problem. I know I must have a file conflict
somewhere but I've run out of ideas. Any help would be appreciated.
