Default Which Windows file extension to change for reinstalling Windows?

Re-installing Windows over the top is not a fix for issues as I believe
you found to be. 90% of the time the issues will remain or become worse.

The file extension is changed in DOS. Not sure if it is Win.ini or
Win.com.
