Have you tried the mobo or integrated gfx chip manufacturer for the drivers.
Use the free Everest Home to help identify them.

Create a new folder named Everest and extract the contents of the download to
that folder.
Open the folder and double-click everest.exe to run the application.

If you want an extra hand in searching for the drivers, please provide
make/model for:
Computer
Motherboard
CPU
Graphic chipset

Something that is noteworthy however, is that the m/b has an on board gfx
card. I disabled this in the BIOS as I just cannot seem to locate drivers
for it at all. This is why I added the PCI card, but now have the loss of
resolution problem.

I tried enabling the on board gfx again, but disabled it via Windows System
Manager. On reboot all settings were lost again.

I really have no idea what else I can do to correct this. Other than
writing a program that resets the display to 800x600 via the Startup folder
every time I log in.

the problem persists. Shutdown and the settings are fine. Reboot and the
resolution and colour depths are reset :-/

The problem is as follows:

1) Fresh installation of Windows 98 SE.
2) Screen resolution changed from default of 640x480 with 256 colours
to
800x600 with 24-bit colours.
3) Restart the computer.
