On 04 Jan '06 above, in the thread "Missing ShellIconCache, I reached an
incorrect conclusion - which was that the use of desktop shortcuts for
Shutdown and Restart had been the cause of a missing ShellIconCache file.

The initial deletion was the result of running the Delindex cleanup tool.
Once this was done and was followed by persistent use of the desktop
shortcuts Windows was unable to recreate the file. But once a shutdown or
restart was made by using the Close Program dialog (and not the shortcuts)
then the file was created.
