I put a DVD in I get a message that says that I need a
decoder..to reinsert the CD. Now.....while I was writing
this, I tried to play the DVD again...and, it played. I
have downloaded NOTHING. I've been trying to figure
this out for 3wks. I have NO CLUE.


What you suggested is okay. I prefer:

Check system requirements and hardware support before trying or making a
purchase.

DVD decoder cards were available a few years ago, not sure about now. These
were developed as PCs could not perform adequately to display the proper
audio/video from DVD using decoder software.

The smartest thing to do fiscally is get a home DVD player and playback on
the TV. If you insist a PC, you may need a later/faster/more ram model.
