Best guess is that you have display mismatch caused by enumeration
problems - start fixing it by forcing re-enumeration of the display
devices....
Reboot to Safe Mode
Open Device Manager
Remove ALL Display Adapters
Remove ALL Monitors
Reboot to Normal Mode - Windows will reinstall the required drivers
once that's done, see whether the ATI loads properly or not - if not, then
reboot back into Safe Mode, and run the installer again.
See if that works.

After installing both the ATI Catalyst 4.3 Control Panel and
the video card, I get the following message:
"The ATI Control Panel failed to initialize because
no ATI driver is installed, or ATI driver is not working properly.
The ATI Control Panel will now exit."

The "Settings" tab of Display properties shows
the display to be:
ViewSonic P815-4 on Standard PCI Graphics Adapter (VGA)

Anyone know what is wrong?
