Before reinstalling, check that the mouse/keyboard are
functioning. I had a bad cable to the mouse caused all the
symptoms you described. The bad mouse cable caused the
keyboard to stop functioning. Also, did it whenever the
cell phone would check in with the cell tower. Seems the
poor cable exacerbated the EMC problems.

I have felt kind of stupid recently, so I did not reply, but I
also thought the cable(s) or the mouse/kbd hardware PC interface
could have something to do with it.
