My original win98 box came with a DVD player but it came on the disk with
the ATI video card software - not the operating system disk. if you have
such a CD have a look there.

Many movie DVDs autorun Interactual Player 2.0 for
installation. You have
to allow it to install for a free movie DVD player on
your PC.
If the PC was running Win95, I would suspect that the
cpu, memory, video
chipset/card, and input/output on that PC would have
trouble handling video
display from a recent movie on DVD. Probably choppy at
best.
If you did not add a physical DVD player (this is not
software) or DVD
burner, you will never be able to play a DVD on your PC.
