Should I install the second edition updates and the
windows 98 service pack 1 over my newly formated and
reinstalled windows 98.

If your reinstalled Windows 98 is the original releave version then
the answer is definitely yes. Check Control Panel - System - General
for the version number. The original release Windows 98 uses version
number 4.10.1998.

I believe you should install the Service Pack 1 first and then the
second edition updates.

Many software programs and a number of hardware accessories such as
printers now require at least Windows 98 Second Edition in order to
function and are not usable, or have limited usability, with the
original release Windows 98.
