IE explorer not responding

I have a pentium 4 machine with Windows 98SE and IE 6. When a pop up window
apears or IE opens up a second window and I close it, IE hangs and pressing
del+alt+del give a message IE not responding. Ending task does not help and I
have to reboot my machine in order to work again. I have removed all spyware
and malware and checked with McAfee and Trendmicro PCillin for viruses. My
system is clean. Reinstalling Windows and IE does not resolve the problem.
Please help!!
