Informed to download Media 9 - after downloading play (*anything) for 20 or so seconds then cut out and start again. Have uninstalled but read somewhere that I would best be using 7.1. How do I download this and where do I find it to download. Please - Please?

I have a windows 98 machine that boots up with a non- standard appearance. I change it to Windows default but on reboot the same original non-standard appearance is being used. Any suggestions as to how to fix this?
