How do I delete an unwanted site banner that is on the black screen at startup and shutdown?

Whenever I try to save a picture Aol or IE6 it gives me untitled.bmp instead of the named jpeg file it is supposed to be. Worked fine about a week ago, is there a setting I might have changed by accident ?

After reformatting the hard drive and reinstalling Win 98 SE I get an ugly display font during the setup program and, afterwards, all of Windows. I can't seem to change this wierd looking effect to the fonts. What gives?
