Somehow I've lost my tool bar and items at the top of the screen when I'm online. How do I restore it?

Hi I had to reinstall Win98 on this second-hand Gateway machine. I tried to download and install the drivers for the monitor, but the Setup defaults all the time to the generic VGA settings - 16 colours and 640x480. How can I get to use the full potential of this monitor? Thanks
