system freeze as Youtube web page loads by

Over the last three days, I've tried to access two separate youtube
links on two separate occasions to find the W98 system freezes as the

Defrag problems by

I tried to defrag HD from MS DOS, I restarted PC into a MS-DOS prompt, typed
defrag c: /f /sd- /skiphigh
but got message saying that "this program requires microsoft windows"..
So defrag utility does not work from DOS. Defragging from Windows does
work, since it constantly restarts and says ...

Hi.
Reposted in a different way and trying to contain it to one issue:
W98se
2.0 GHz P4
40 GB HD-D (near full)
1 GB Sdram
PC will not Shutdown or Restart. Must use PC Power off button.
PC does shutdown and will restart if I do so by using Safe Mode.
