When Microsoft decides to stop supporting Windows 98, will we still be able
to download what updates have been made from Windows Update?

While I'd like to say yes, I wouldn't consider it prudent to count on =
it. I would suggest doing what I do: Get all downloads available from =
Windows Updates Catalog, burn them to CD(s), then keep up with any new =
ones that come out. Also, get the Security Updates CD (or even a few of =
them--they're free.)
To get to the Windows Updates Catalog, go to Windows Updates, click on =
"Personalize", then enable the Catalog link. The rest is obvious.
For the Security Updates CD, go to:
http://www.microsoft.com/athome/security/protect/cd/order.mspx
