i'd like to know if i can upgrade to windows me after
using an emergency repair disk that will bring back my
computer to windows 98

Probably - providing that you have the Product Key for ME.

However - this begs the question of why you'd want to do it, since you WILL
lose all your data and programs in the process.

Much preferable would be to repair any problems you're currently seeing -
p[ost them here and someone should be able to help
