monitor is unreadable

I'm trying to help my brother with his monitor problem. He can't even get into the start program to fix the monitor. The screen is squiggley and unreadable. He had someone fix it and he said they pushed something on the keyboard and that fixed it. Now it is doing the same thing. PLEASE HELP..... Any sugguestions will help.

First confirm that the monitor really is the problem. Either:-

Substitute the monitor AND cable with a known good one.

or

Boot into Safe Mode (Ctrl or F8 Keys at Bootup) and see if the display is
still bad

or

Boot, using the WinMe Startup (floppy) Disk and see if the display is bad in
Real Mode DOS.
