Two questions, one hardware related(mouse wise).

I've got an Intelli Optical mouse, not sure what version,
but at random times the laser decides to quit working and
voila, no more mouse, sometimes it goes and freezes my
entire computer.

Here are my system specs if it will help you any:
1.8GHz P4
768mb ram
Geforce FX 5600 Ultra w/newest drivers
using onboard sound - Intel 850 chipset

tried reinstalling chipset drivers for hoped better usb
support - to no avail.

Installing the IntelliPoint software was pointless as well.

Also when I try to contact Microsoft directly, and it asks
for the Product ID, it will not accept mine, which means
I'm SOL contacting them I suppose....does anyone know a
way to get a hold of them for free...I will NOT pay Bill
money to talk to his employees!

Could be wrong on this since I don't have your mouse, but on mine the
LED is strictly internal... sounds like it's a power or connectivity
issue *not* a software issue. For instance, does the "laser" come on
when you first turn the computer on?... that's looong before the mouse
drivers load.

This is a known problem with some models of the Intellimouse, caused by wear
at the point where the cord enters the mouse. You should telephone
Microsoft's hardware support number (available either in the documentation
that came with the mouse or on the hardware page on the Microsoft site) and
have them check your model to see if it's one of the ones with the problem.
If it is you will likely be able to get a replacement.
