Wensonic USB HArd drive

i've an external USB hard drive. i have to format and
partition it. But when i plug it in to USB port i can see
the green arrow down at the right hand coorner of the
screen. But when i open My Computer i do not see the
removable hard drive icon. how can i partition or format
the hard drive

You won't see the USB hard drive in Windows Explorer UNTIL it has been
formatted.
