Does anybody know how to retrieve OE files without opening
OE? My OE has crashed and, among others, I have lost the
address book.

Your address book is a file with a WAB extension. The backup file should have
a WA~ extension but if you are suing OE6 and have installed all patches due to
a bug in one of those patches the backup address book file is called ~, that's
a tilde, just the one character.

Your Outlook Express Message Store is the folder containing numerous files
with a DBX extension including Inbox.dbx, Sent Items.dbx, etc.

What exactly are the problems you are having with Outlook Express?

Thanks for the response I will check those files out. To
answer your question:
When I try to launch OE I get a message that the
application was not able to create the Internet Account
Manager. When I OK that message I get another which says
OE could not be started because MSOE.DLL could not be
initialized and that OE might not be installed correctly.
I obtained the IE CD and uninstalled and reinstalled IE
which is supposed to contain OE but the problem persists.

Most common reason for the error messages "Outlook Express could not be
started because Msoe.dll could not be initialized" and "Outlook Express could
not be started. The application was unable to start the Internet Account
Manager." when attempting to start Outlook Express is due to missing or
corrupted information in the Outlook Express Identities registry key. For
more details see KB 245419 - "OLEXP: You Receive an Error Message or Are
Unable to Start Outlook Express" (http://support.microsoft.com/?kbid=245419).
Check this KB as it explains how to remedy this error.

Other possibilities, although less likely include:
MS KB 296512 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because Msoe.dll Could Not Be Loaded"
(http://support.microsoft.com/?kbid=296512) where the problem is due to
problems with the Address Book.
MS KB 272265 - "OLEXP: Error Message "Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded" When You Start Outlook Express"
(http://support.microsoft.com/?kbid=272265) where the problem is caused by
mixed file versions
MS KB 232480 - "OLEXP: Error Message: Outlook Express Could Not Be Started
Because MSOE.DLL Could Not Be Loaded"
(http://support.microsoft.com/?kbid=232480) where the problem, similar to the
one above, is due to uninstalling a later version of IE/OE.

Thanks again for the prompt response and the detailed=20
suggestions. However I have no idea how to find the "KB"=20
files. Entering the address you quote returns me to the=20
main support site we are on. Sorry not to know how to get=20
the info I need.

I posted the URLs to each of the various articles in my previous message and
you included them in your reply. All that you need do is use them. :-)

For example to read Knowledge Base article KB 245419 - "OLEXP: You Receive an
Error Message or Are Unable to Start Outlook Express"
(http://support.microsoft.com/?kbid=245419) all you need do is click the URL,
that's the string starting http://.... If the web interface you are using to
access these newsgroups is so lame as to not launch the requisite article, it
should, then copy the URL into your browser address bar and then launch the
site.

Well my s/w right now is pretty lame and it wont launch=20
urls by clicking on one from a message. So I alredy did=20
enter the urls you suggested in the address line by hand=20
but, as I said, they return me to the site the messages we=20
are exchanging are being processed on. Much thanx for the=20
info.

Please ignore my previous response. I took a short cut in
trying to enter your urls manually and managed to get an
extra word in. They now work perfectly and I will try to
get my OE fixed. Again much thanks for your attention and
advice.

I'm sorry but that really makes no sense. Each of the four URLs I posted when
pasted into a browser, IE, Netscape, Opera or whatever, should open up the
associated Knowledge Base article. May I suggest you reboot and try again.

Thanks for posting back Tom. I had checked that each of those URLs worked
before I posted which I why I couldn't understand your comment saying that
they did not work.

Here's hoping that KB245419 will help you fix your problem.
