I have lost my broadband cable connection. ISP helpline
says I need to reconfigure TCP/IP. but when I go to
settings> control panel> network I get the message "Your
system administrator disabled the network control
panel" . This is where the ISP help gave up and told me
to contact microsoft! What can I do?

This is going to be hard,
What you can try to do, is insert your windows CDrom, choose to add/edit
windows-components, delete everything you can about the networking,
reboot (without windows cd in the drive!), login, insert the windows cd,
add/edit windows-components, and enable the networking options that you
deleted.
Now reboot and see the effect...

Tell me if it worked,

Would it be easier if you knew which OS the OP was using? It sounds like a
registry setting needs to be changed.
