WinME Internet / ICS Problem...

I have Win ME installed on a laptop I own. I've got it connected it up to my desktop PC (Running Win XP Pro), but I cannot get it to connect to the internet. Every other aspect of the network works fine, as far as i can tell, and it even shows me the correct gateway status. However, anything that uses the internet (including browsing) just times out and won't work.
I've tried everything i can think of and more. I'm beginning to suspect it is nothing to do with the network itself, I think it connects to the internet fine. It just won't work. And I can't figure out why...

I'm probably asking about things you've accounted for already, but...

was the laptop previously using internet via dialup?
