On Windows ME my computer often will dial up my ISP when I
turn on my computer. Is there a way to stop this? I don't
have dial up in the start up menu. Any thoughts
appreciated. Thank you.

Select 'Never dial my default connection' in Internet Properties|Connections

Won't that prevent Netscape or Internet Explorer from
dialing in when I want to use those programs?

Nope - just means that you have to confirm the connection manually.
