shimgvw.dll

"one of the library files needed to open shimgvw.dll could
not be found"

I need this file to preview images, look at folder
contents and view thumbnails. Yes I am aware I can
associate files with another program, but even after that
I still cannot view the contents of folders with just
images in them.

Please help!
