Reinstall the drivers for your monitor and video card.

Reboot to Safe Mode
Open Device Manager
Remove ALL Display Adapters
Remove ALL Monitors
Reboot to Normal Mode - Windows will reinstall the required drivers -
hopefully curing your problem.
