Reinstall IE & IE Tools when missing from Add/Remove Programs...

When I try to install IE & IE Tools, I get this error:
Setup was unable to install all the components. Please
close all applications and try running setup again". It
is not listed in add/remove programs. What
do I need to do to get around this? This seams to be a
major problem because I see a lot of post looking for
answers. OS: WinME
