Can not access to Internet - Virus?

My friend lost dial up connection a few months ago. Every time she clicks
dial up connection icon, the error message shows up and says, "CoCreate
Instance of CLSID_Dialer App failed." When tried to close error message,
another error shows up, "Bartshel has caused an error in PROXY.DLL."

Can anybody advice her what to do to fix this problem? We really appreciate
it!

Disable Bartshel in your startup - see if that helps
