internet explorer wont work properly

Hi,
When ever I go into internet explorer (having rebooted the PC) the
connections tab for Never Dial, Dial when not present etc options has always
gone back to Never Dial a connection even after I have selected dial when
not present and applied it.

Also when trying to go to secure sites where passwords have to be entered
(eg internet banking) the page doesn't display correctly.

What do I need to do to fix this? someone has mentioned the possibility of
a rogue dialup - how do I check to see if this is the case?

Are you logging onto Windows correctly?
Do you see the logon prompt when you reboot? - DO NOT click Cancel or ESC,
as this disallows certain actions, including auto-dialup.
